CONGRESS PASSES OCEAN SHIPPING REFORM ACT AIMED AT EASING SHIPPING DISRUPTIONS
Following Senate approval, the House passed the Ocean Shipping Reform Act (S.3580) on July 13. The largest overhaul of shipping regulations since 1998, this bill addresses port disruption issues in the supply chain as it allows federal regulators more power to exert control over maritime carriers in response to complaints from shippers and manufacturers.
This bipartisan bill, which will provide lawmakers ways to reduce supply chain congestion, penalize unfair carrier practices, and offer better aid to agricultural exporters, is headed to the White House for President Biden’s signature. The bill was introduced by Congressman John Garamendi to provide the Federal Maritime Commission (FMC) “with the necessary tools to protect American businesses and consumers and address America’s longstanding trade imbalance with China and other countries.”
