PRESIDENTIAL PROCLAMATION REINSTATES SECTION 232 TARIFFS ON CERTAIN ALUMINUM FROM CANADA
In a turn-around of the May 2019 abatement of the 10% Section 232 tariffs that were originally imposed on June 1, 2018 on aluminum products, President Trump has announced that effective August 16, 2020, a 10% tariff will be re-applied on imports of non-alloyed unwrought aluminum goods from Canada provided for in subheading 7601.10.
Secretary of Commerce Wilbur Ross informed the President that in his opinion aluminum articles were, "...being imported into the United States in such quantities and under such circumstances as to threaten to impair the national security of the United States."
In addition to reinstating the 10% tariff, the United States will monitor for import surges of articles that continue to be exempt from the tariff proclaimed, to ensure that exports of non-alloyed unwrought aluminum to the United States are not simply reoriented into increased exports of alloyed, further processed, or wrought aluminum articles.
