Trade Alert: U.S.–Japan Agreement – Tariff Modifications Effective September 16, 2025
The U.S. Customs and Border Protection (CBP) has issued updated guidance via CSMS #66242844 regarding the implementation of the United States–Japan Agreement. This follows Executive Order 14345 and introduces significant changes to the Harmonized Tariff Schedule of the United States (HTSUS), affecting nearly all imports from Japan.

Key Changes to Tariff Structure
Effective August 7, 2025, and formally implemented on September 16, 2025, the U.S. has modified its tariff structure for imports from Japan:
  • A 15% ad valorem duty now applies to most Japanese-origin goods.
  • If the existing duty rate is 15% or higher, no additional duty is applied (HTSUS 9903.02.72).
  • If the existing duty rate is below 15%, the total duty will be increased to 15% (HTSUS 9903.02.73).
  • Certain aerospace products and unmanned aircraft are exempt under the WTO Civil Aircraft Agreement.
  • Retroactive Application: Applies to goods entered or withdrawn for consumption on or after August 7, 2025.
  • Entry Updates: Filers must update entries within 10 days of cargo release to reflect new HTSUS headings and avoid refund complications.
  • Refunds: For unliquidated entries, importers may file Post Summary Corrections. For liquidated entries, refunds may be requested via protest under 19 U.S.C. 1514.
